By con­trast, the leg­al au­thor­ity put for­ward by the ad­min­is­tra­tion last Feb­ru­ary wouldn't au­thor­ize "en­dur­ing of­fens­ive ground com­bat op­er­a­tions" and would have finished three years after en­act­ment, un­less reau­thor­ized.
